A couple of questions about Familiars

If I have ranks in Linguistics, does my familiar get extra languages from those skill ranks? It is an improved familiar and has the ability to speak languages.

If I have a INT headband, does the familiar also get the ranks for the skill associated with the item?

Per RAW, it does.

"For each skill in which either the master or the familiar has ranks, use either the normal skill ranks for an animal of that type or the master's skill ranks, whichever is better."
So your familiar gets your actual skill ranks, not merely the ability to make skill checks with them. Fluffy could even use these points to learn languages that his master doesn't speak.

Since the headband grants actual skill ranks (and not merely a bonus): yes.
