If I am reading these correctly, for 2000 gold it becomes impossible for a prisoner to escape. Is the "never attempts to escape of its own volition" supposed to allow a will save too?

I don't think you get a save vs the unwillingness to escape. But since the victim needs to be helpless to begin with, that's not really that big a deal.
Also, it might just be an inability to escape from the actual manacles, rather than from general captivity.

In context, I think it means captivity. The humanoid is "more docile and compliant" after all.

My main issue is that if this item exists, then it makes escaping prison almost impossible. if the PCs get captured and these get put on, no escape. It seems overpowered for 2000 gold.
