Can you combine Headband of Wisdom with a Gem of Brightness without an extra Magic item slot penalty cost?

Headband of Wisdom uses the headband SLOT while Gem of Brightness uses NO SLOT and only command words to use.

I am thinking of gluing(attaching) them together with a Jeweler.

No, you don't have to pay any extra. The price of the Gem of Brightness already includes a +100% adjustment for taking up no slot.

If you were to create a custom magic item with both functions, you would actually pay less than buying both items separately.

Headband of Intellect +4 = 16000
Gem of Brightness = 13000 "no slot", 6500 if it takes up a slot, 9750 if it shares a slot.

So, a combined Headband of Intellect +4 & Gem of Brightness = 25,750 gold.
