Celestial Bolt (how does this spell look?)

Homebrew and House Rules

As a story reward for my friend's oracle, Ornella, I created this spell for as as representation of her discovering the source of her powers, the demigod Rahjeet, king of all Djinn.

Celestial Bolt (or Rahjeet's Holy Lightning)
School: Evocation, Level: Ornella 2
Casting Time: Standard Action
Components V, S
Range: 30 ft
Duration: Instantaneous.
Saving Throw: Reflex (see text)

A bolt of electricity blessed by the Lord of Storms, when used against undead targets (or other creature with negative energy affinity), it deals 1d4 damage per caster level (max 5d4). Half of this damage is electric damage and half is positive energy.

When used against living targets, it heals 1d4 damage per caster level (max 5d4).

Never made a spell before. AS it is currently, this spell heals/deals 5-20 points of damage at a range of 30 feet. Cure Moderate Wounds heals/deals 7-31 damage and has a range of touch. Does this seem balanced enough? Since the Oracle isn't a prepared caster, there will never be a situation where she's only preparing one of them.

I once roleplayed an angel whose primary attack was lightning that was the same color as ivory. I think that would work nicely.

Less healing, but ranged? Sounds like a fair trade.
I think you should say positive energy in the shape of a lightning bolt.
Lightning energy does lightning damage.

The flavor can be easily rewritten, just wanted to make sure it was okay mechanically. Handing out custom spells, as long as enough time is spent balancing them, I think is a good reward for my players because it gives them more options but not strictly more power.

What I'd like to know is, is this a ranged touch attack, a line effect, or a blot from above. Your description lacks that important detail.

It may not be a big thing but does anyone in your party have the Fey Foundling feat?

It makes this spell much more powerful.

It is supposed to be a line effect coming from the oracle's hand, stopping at whoever or whatever it first hits. I did neglect to say that. It's only supposed to have one target.

We only use the primary books; Core, Ultimate series, etc. Not Inner Sea, setting-specific stuff. I feel like there has to be a term for that already.

If that's the case, then why not just have it as a ranged touch attack rather than a line? The only reason I can think of is for the reflex save as opposed to just avoiding it by having a high touch AC.

I suppose its essentially the same thing. Touch Attack it is.
