fly skill question

Let's say someone tries to make a fly check, to hover, move less than half speed, etc. if they fail, and fall, do they lose their move action? I figure they would, they tried to move, to do something, flapping wings or somethign, and failed and fell down to the ground. Thoughts?

Their move action was used to fall.

Their fly check was part of their move action, provided they were moving. If they were hovering, no move action was used and thus none is lost.

Falling is not an action. If they failed a Fly check to do something as part of a move action, I believe that move action would end.
