Can a character mounted on a horse use its masters step up feat. Or does the horse need the feat or does both master and mount need the feat. A player has the step up feat and wanted to fight an opponent. The horse doesn't. Can he make the horse do the step up?
This could make some very broken feats for mounted combatants. He player in question doesn't have mounted combat by the way.

I would say just the horse needs the feat. (and it would need a 3 int to learn it)
It really isn't that necessary though. If you're mounted you should have a lance, which is a reach weapon. You can also have a shield (which is not a reach weapon), a dwarven boulder helmet, and the horse itself. You should be able to move so the wizard can't 5 foot step towards or away from you without remaining in your threatened area.
