Take note of these statements from the PRD:
If you are able to take only a standard action on your turn, you can still charge, but you are only allowed to move up to your speed (instead of up to double your speed) and you cannot draw a weapon unless you possess the Quick Draw feat. You can't use this option unless you are restricted to taking only a standard action on your turn.
Pounce (Ex) When a creature with this special attack makes a charge, it can make a full attack (including rake attacks if the creature also has the rake ability).
If these are to be taken RAW, anything with pounce gets crazy action economy on charges during a surprise round or when staggered.
I'm not sure if this was intended.... could this get FAQ'd, please?

The Surprise Round: If some but not all of the combatants are aware of their opponents, a surprise round happens before regular rounds begin. In initiative order (highest to lowest), combatants who started the battle aware of their opponents each take a standard or move action during the surprise round. You can also take free actions during the surprise round. If no one or everyone is surprised, no surprise round occurs.
So if you have Quick Draw, if you are not holding your weapon at the ready, you could Pounce and Full Attack on a Surprise providing you move no further than your base speed.
This is what the Tiger does quite often :(

In terms of RAI, Pounce was a game mechanic invented for creatures that hunt in ways typified by the big cats; use stealth to get close enough to execute a swift, massive assault.
In it's first incarnation in 3.0, Pounce was only do-able in the surprise round!
It is definitely the intention that creatures with the Pounce ability can use it in the surprise round! When it was written, the idea that humanoid PCs could get Pounce hadn't been thought of, but now that PCs can get Pounce, well, there it is! Pounce works the way it works! If you are uncomfortable with this, the solution is not to change Pounce, but to deny the Pounce ability to PCs in particular or to humanoids in general.

Oh, it wasn't a matter of it being imbalanced. But it seems strange -- for example, if one were staggered, you can make more attacks against the target 10 or more feet away than the one that is adjacent or 5 ft. away (free action to close distance) from you.
For the record, I love pounce. Can't make a martial/combat-oriented character without implementing it in some form or fashion.
