1) "You do not suffer any penalties on attack rolls made with a shield while you are wielding another weapon." Does attack rolls mean just for the shield or both weapons in a full attack?

2)If you attacked with two shields would you have no two-weapon fighting penalties? Would you be able to add the enhancement bonuses to attack and damage for both shields?

Shield Master (Combat)
Your mastery of the shield allows you to fight with it without hindrance.

Prerequisites: Improved Shield Bash, Shield Proficiency, Shield Slam, Two-Weapon Fighting, base attack bonus +11.

Benefit: You do not suffer any penalties on attack rolls made with a shield while you are wielding another weapon. Add your shield’s enhancement bonus to attack and damage rolls made with the shield as if it were a weapon enhancement bonus.

Although a shield may be used as a weapon, it is classified as armor. If you are holding two shields, you would not benefit from this feat at all (or at least I'm 99% sure).

Also, keep in mind that most bonuses, including enhancement bonuses, do not stack.


Spiked Shields are also in the weapon section so they count as both, so it applies but is cheesy.

A shield is a weapon.

This is RAW, this RAI, and it correlates to historical uses of the shield.

Looked elsewhere. Apparently you can wield two shields. A heavy in your main hand, a light in your off hand. You can only apply the benefits of this feat to your off hand, it seems. Also, shield bonuses to AC still do not stack.
