We are having something of a small disagreement in our ground. I am sure most of you have heard this before. There are those in our group that want to buy mithral breastplates. Breasplates normally have an armor check penalty of -4, but mithral would reduce that by 3. In the description of price it says that mithral is always considered masterwork and the price is included. So does that mean there isn't an additional reduction of 1 to the armor check penalty to get it down to zero for a breastplate? Trying to answer to this question has caused some debate in our group. Thanks for any help.

According to the number-crunching on HeroLab, no, they don't get you down to 0 ACP. I'm inclined to agree with that interpretation.
Note: there is a trait [Armor Expert] that reduces your ACP by 1, so with that trait and a Mithral BP, you would be at an ACP of 0.

The masterwork benefit is already included. Proof can be found in existing items, like the mithral full plate of speed:
The armor has an arcane spell failure chance of 25%, a maximum Dexterity bonus of +3, and an armor check penalty of –3. It is considered medium armor, except that you must be proficient in heavy armor to avoid taking nonproficiency penalties.
Full place ACP is -6, reduced by 3 for being mithral, down to -3. If masterwork was not included in mithral already, then the suit should have an ACP of -2.
Elven chainmail (which is basically mithral chainmail) has an ACP of -2. Normal chainmail has an ACP of -5, reduced by 3 for mithral, for a final ACP of -2. More proof that the masterwork component is already included.

although elven chainmail is slightly different, in that it actually is light armor as far as proficiency is concerned. that is the only difference between it and mithral chainmail, though.
but yes mithril has the cost and effects of masterwork already built in, so -3 is all you get from it. if it is still an issue, just buy the comfort armor enchantment for it, which then makes the mithril breastplate ACP 0.
