If you're talking about having two different places on the initiative order for a full action in each, then the answer is no - the rules do not allow that for any creatures (PCs, NPCs, or Monsters) that I'm aware of. There are two more things work noting though - immediate actions are performable at any point in the initiative and can be taken even during another player's turn - opportunity attacks are a good example. (They aren't technically an immediate action, but it's a decent example anyways.) The other thing worth noting is that allowing a single particularly strong enemy to act twice is something that's come up on these forums more than once. The reason this suggestion is made is that no matter how big or how bad or how strong an enemy is, he loses out on "action economy" if he's 1 versus 4 or 5 or 6. Allowing such an enemy to have multiple actions in the initiative order is only one suggestion on way to alleviate this problem, and in some people's opinions is a poor one, but it does come up from time to time. Without knowing why you've asked this question, I felt that was worth noting. Care to let us know why you're asking? What was the situation if it happened or are you trying to get more actions as a player?

Thanks for the info. The reason I am asking is I am building a small program to track initiative for me and wanted to make sure I am accounting for all the rules correctly. It sounds like RAW there are no instances where a character can take move/standard actions on two different places in the initiative order.
