Some questions about Reckless Abandon

I'm putting together an archer character who starts off dipping into a couple of levels of Urban Barbarian, and the one Rage Power he takes is Reckless Abandon.

Reckless Abandon (Ex)
Benefit: While raging, the barbarian can take a –1 penalty to AC to gain a +1 bonus on attack rolls. The AC penalty increases by –1 and the attack roll bonus increases by +1 at 4th level and every four levels thereafter.

Now, my reading of that tells me that 1) it applies to ranged attacks as well as melee attacks, 2) it is not BAB dependent but rather level dependent and 3) those levels do not have to be Barbarian levels.

Does that sound right?

1) Yep, it just says attack rolls.

2) Yep, it says levels.

3) Nope, class features always refer to class levels unless they specifically say character level (or HD). See Multiclassing.
