How would you price a half cold iron double axe? If you don't have an answer, it's probably not allowed. They can have separate enhancements because the rules specifically note how to do that.

You just pay the price for the materials. One head is cold iron, the other can be adamantine, or whatever. You basically pay for 2 axes. They just share the same haft.

What is the weight of a single head of an Orc Double Axe?
If you can’t answer this question based on some rules info, then it can’t be done in PFS.
Sure, you can come up with a reasonable answer as a GM in a home game. But this is organized play.

Pricing is a little trickier. Some of the materials specify:
A double weapon with one cold iron half costs 50% more than normal.
One-handed weapon, or one head of a double weapon | +90 gp

Yes. The two ends are completely separate for enchanting, materials, etc.
Creating magic double-headed weapons is treated as creating two weapons when determining cost, time, XP, and special abilities.-magic item chapter
However, you can build a double weapon with each head made of a different special material.
Under special materials in the equipment section
For PFS pricing its considered 2 seperate weapons for purposes of fame/prestige
For double weapons, calculate the cost of each end separately when considering Fame purchasing limits.
