From the text of the web spell, we know that:
The strands of a web spell are flammable. A flaming weapon can slash them away as easily as a hand brushes away cobwebs. Any fire can set the webs alight and burn away one 5-foot square in 1 round. All creatures within flaming webs take 2d4 points of fire damage from the flames.The spark cantrip says:
You can make an unattended Fine flammable object catch on fire.
However, the Web extraordinary ability doesn't say anything about lighting it on fire. So... can you burn away non-magical webs with spark?

Only if they're teeny tiny webs since Spark specifically designates that it only works on Fine-sized objects.

I think that's Raw vs. Rai nitpicking. I think most gm's treat spark like the free ranged lighter spell. Otherwise you get into the following argument:
"I light the curtains on fire!"
"The curtains are too big"
"Fine, I light /the edge/ of the curtain on fire"
- At most, I'd argue the fire from a spark spell takes an additional round.
That said, I'd probably your GMs call. I'd personally say yes though.
