Can these two abilities be done at the same time?
It doesn't look like it. Imbue arrow is a standard action, using the "Cast a Spell" action. Seeker arrow is a standard action (it's own standard action). Two standard actions can't be used together simultaneously, even if their abilities seem compatible.
