I assume you mean when he "can't" sneak attack.
It depends on your character level and stats. Rogues generally don't have too many options.
Some options:
Just attack in a non-sneaky manner.
Ranged attack with bow or thrown weapon or splash weapon
Drink a potion
Use Magic Device skill plus Wand
Flanking + Assist Another action to give an ally +4 to hit.
Place yourself between the enemy and a friendly caster so the caster doesn't get attacked.
Go Full Defense for +4 AC.

If you're a melee oriented rogue, work on mobility and work on tactics with your party tank/other melee specialist, and work to get into flanking position whenever possible. Remember you can sneak attack whenever you're flanking, so that's of benefit to you, and it also helps your fellow warrior hit, and if you're working together, even if you can't always stay in flanking position, you might work to corner your opponent.
If you're a ranged oriented rogue, I assume you've probably got a great Dex and thus probably have a good to-hit, so one thing is just firing and shooting. Especially if you're hitting an opponent from afar who can't get to you. You may not deal the major damage a higher level sneak attack will deal, but hurting the enemy is still hurting the enemy, and if you're doing it from afar they can end up taking damage from you for a few rounds without you taking any. Thrown weapons and splash weapons as noted by Matthew Downie are good, and keep some hindrance weapons around -- caltrops, tanglefoot bags, thunderstones. Tanglefoot bags especially. I have seen a rogue who wasn't able to sneak attack a foe (it was one immune to precision damage) do nasty things with a tanglefoot bag.
And I'll echo what everyone else has says -- UMD, use magic items and potions (on yourself OR others!), defense options, aid another.
You could also run around and fool with the terrain -- knock stuff over, make it harder for the enemy to advance (as long as you're not making it hard for your own party members), hinder, annoy (and also create spots for you to gain concealment and cover).
