Can you use the favored class bonus for an ability that you did not pick? For example an evoker picker the conjurer demision door.
Wizard: Select one arcane school power at 1st level that is normally usable a number of times per day equal to 3 + the wizard's Intelligence modifier. The wizard adds +1/2 to the number of uses per day of that arcane school power.

I think yes, but since you can't use it you can't add to the number of uses per day. Put another way, it's not the case that your evoker can use Shift 0/day, it is the case that the evoker simply cannot use shift at all. Edit: But you can still 'pick' it, as the FCB doesn't say you must pick the arcane power of your arcane school.
Thus, I think they can by RAW, but it is an absolute waste.
Edit2: Also, any DM worth their salt would probably throw you out the door if you attempted this.

An important part of this is that "not having feature X" is not the same as having "0 of feature X". You don't have 0 uses of shift, you have none/null/undefined uses of shift. :)
