I was looking in to making potions for the first time recently and there seems to be few restrictions. Nothing with target of personal and nothing over level 3. It also says to make all the normal descisions when casting the spell as normal. Which left me with 2 main questions.
Can I make a potion that is affected by a metamagic feat as long as it doesn't bump the spell higher than lvl 3?
What happens to combat spells made into potions? So say you make a magic missile potions. Does the drinker get to cast magic missile or do they suffer the affects of being hit by magic missile?
Thanks for any feed back. Just curious as I have never dealt with potion making in game before.

i believe that it is the same as for wands, you can do this as long as it does not put the total spell level above 3.

yes the target would be you, there aren't many offensive potions.
The one example i can think of is a charm person potion, if you can trick the person into drinking it it is as if they are voluntarily failing their save against it. it has been a long time since i read that so i might be remembering it wrong, but i do think the act of drinking the potion means you are failing your save against it.

go to
Potion
the drinker suffers of being hit by magic missile...
EDIT: ninja-ed
but you can always make a save against a potion, it is in one of the FAQ

But wouldn't the drinker also then count as the caster? So he/she/it would be charming his/her/its self?

I am sure someone will come in with a better rules quote than I, but this is all I can find on metamagic and item creation.
Using metamagic feats, a caster can place spells in items at a higher level than normal.
I assume therefore that yes, you could put in 0, 1st level, and 2nd level spells to a potion and add a metamagic feat as long as it does not raise the effective spell level than 3.
The Brew Potion Feat seems to support this, however vaguely as well:
When you create a potion, you make any choices that you would normally make when casting the spell.
If you can normally choose to apply a metamagic to the spell, then you should be able to do it when creating the potion.
I've honestly never heard of adding metamagic into a potion, which makes me wonder if there is a restriction I am overlooking. Or maybe we just never talked about it in my group!

That's... an interesting question. Here's the rules on what potions do:
A potion is a magic liquid that produces its effect when imbibed. Potions vary incredibly in appearance. Magic oils are similar to potions, except that oils are applied externally rather than imbibed. A potion or oil can be used only once. It can duplicate the effect of a spell of up to 3rd level that has a casting time of less than 1 minute and targets one or more creatures or objects. (snip stuff on pricing etc)Potions are like spells cast upon the imbiber. The character taking the potion doesn't get to make any decisions about the effect—the caster who brewed the potion has already done so. The drinker of a potion is both the effective target and the caster of the effect (though the potion indicates the caster level, the drinker still controls the effect).
The person applying an oil is the effective caster, but the object is the target.
So first of all -- you can only make a spell that targets creatures or objects. I guess technically, yes (unless I am again overlooking something from my quick review of the rules), you could make a "damage" potion as long as the spell has a target. Magic missile would work, but fireball (which doesn't have specific targets, just an area of effect) would not.
But as noted, if you drank that potion, you would not gain the ability to cast magic missile, you would take its effects (and receive damage).
Now, as to oils... that's another matter. The target would then be whomever you are spreading the oil on. I guess you could use it to injure someone else, but it would be highly inefficient, as I am assuming you'd have to hold down an unwilling target (grappling and such) to spread the oil on it.
Really, if you want to cast magic missile from a magic item, you're better off with a wand or scroll (with Use Magic Device if necessary), as those are more efficiently designed to let you do just that.
Interesting question though.

yes, he/she/it would be charming his/her/its self.
