Apsu, The Way-bringer. The Patron Deity of Dragon kind.

After reading through his fluff, I noticed a particular passage:

I find this weird as he has a portfolio like the other deities, his being Creation, Earth, Good, Law, and Travel. Does this mean that he truly isn't a Deity or he just doesn't grant power to his followers?

He's the father of all dragons, so the whole 'strongest survive' attitude means that he doesn't want to give any usurper an advantage. At least thats how I read it. Plus Dragons always seem more arcane spellcasters than devine

Actually, that appears to be an error. Here's James Jacob's post detailing it as such.

Apsu is a god. He grants spells. That's why we gave him domains.

The line that says "...except cleric or paladin, for Apsu does not grant spells..." should be blotted out with a big thick black pen. I recommend a sharpie, since that stuff covers up anything.

ALL of Golarion's deities grant spells, except the dead ones. If you see us list domains for a deity (which we certainly do for Apsu), that means that deity can grant spells. Because it's a deity.
