Are crafting feats for creating magic items always required?

Rules Questions

For example, can you craft rods without the "Craft Rod" feat and take the additional 5 to the spellcraft DC? I always thought that the feat was always needed, but I've heard this is not always the case.

Note that all items have prerequisites in their descriptions. These prerequisites must be met for the item to be created. Most of the time, they take the form of spells that must be known by the item's creator (although access through another magic item or spellcaster is allowed). The DC to create a magic item increases by +5 for each prerequisite the caster does not meet. The only exception to this is the requisite item creation feat, which is mandatory. In addition, you cannot create potions, spell-trigger, or spell-completion magic items without meeting their spell prerequisites.

You must have the feat.

Nope, need the feats.

Boo 15 seconds too slow.

Although the cheesy thing is that the feat is the ONLY thing you need other then the funds/base matts, every requirement you DON'T meet adds a +5 to the craft DC.
