Ok so as a gunslinger I get the first pistol for free and gunsmithing lets me upgrade it to a MW for 300gp. Would I be able to upgrade my battered pistol to +1? Or is the "never considered always available" going to prevent me from doing so?

"Never considered Always Available" just means you need a sufficient Fame score to allow the purchase (there's a table for this in the Guide to Organized Play). The "always available" list is items that you can buy no matter how little Fame you have, as long as you have the money. Anything not on that list can only be purchased if you have a high enough Fame score to accommodate items of that value or more (or if an item is on one of that PC's chronicle sheets).
