If I get a magic item that boosts my intelligence, will this give me a bonus to the number of skill points I can add when I level up? This came up in a previous game where a belt gave an int boost that said something about being considered permanent after 24 hours or something (I don't remember the exact item or description)

No, a permanent enhancement bonus to Int does not give you skill points when you level up. Instead it comes with it's own skill that has a number of ranks equal to your Hitdice.
A headband of vast intelligence has one skill associated with it per +2 bonus it grants. After being worn for 24 hours, the headband grants a number of skill ranks in those skills equal to the wearer’s total Hit Dice. These ranks do not stack with the ranks a creature already possesses. These skills are chosen when the headband is created. If no skill is listed, the headband is assumed to grant skill ranks in randomly determined Knowledge skills.

Permanent Bonuses: Ability bonuses with a duration greater than 1 day actually increase the relevant ability score after 24 hours. Modify all skills and statistics related to that ability. This might cause you to gain skill points, hit points, and other bonuses. These bonuses should be noted separately in case they are removed.

The Headband of Vast Int is noting them separately. Thus it is following the rule you quoted on CRB p555.
In any case, this is because back in 3.5 permanent int bonuses did not factor into skills. Many people houseruled this identical to the rule on CRB p555. The Headband of Vast Int follows this rule by assigning that bonus to a single skill already.
