Half-Orc and Half-Elves, no.

Racial Heritage, yes.

In that vein, does the cross blooded ability allow you to take the racial heritage feat? I would assume no, but it never hurts to double check.

Could a orc blooded sorc multiclass as a orc racial archetype? (if he is neither an orc, nore half orc or human with racial heritage I mean)

That would be a "no" by RAW.

Then again, a DM is free to disregard RAW in favor of common sense.
