Simple enough question, or is it? A cleric needs to show their holy symbol in order to channel energy, so they cannot do so while paralysed, but a necromancer doesn't seem to have such a restriction.
A paralyzed character cannot move, speak, or take any physical action. He is rooted to the spot, frozen and helpless. Not even friends can move his limbs. He may take purely mental actions, such as casting a spell with no components.
Is a necromancer's turning a "purely mental action"?

Yes, only Clerics and Paladins require the Divine Focus, so others Classes can Channel Energy wile paralysed, bound, or other similar things.
Clerics can as well if they do a few things. Birthmark trait is one. If the Focus is already out, (doesn't have to be held), if they have the Holy Symbol Tattoo from Ult. Equip., or have one of the Traits/Feats/Items that has a Holy Symbol on their shield (or other item), then they can as well.

I'd say no. Because no matter how it's done, Turn Undead is not a psionic power, but an arcane/divine one. And you can't do significant arcane/divine things when you're imitating a statue. Things like gestures, words of powers, something funky is involved in using a power like this. And that requires volition and something other than just thinking hard.
