Is a ranged touch attack, from a spell or supernatural ability , under the qualifying factors for being a 'weapon' to be enhanced when in the presence of an ally's inspire courage performance ?

There is no 'weapon' qualifying factor for attack rolls.

Inspire Courage (Su): "a +1 competence bonus on attack and weapon damage rolls"

There's two parts there:
1) attack rolls
and
2) weapon damage rolls

So the bonus applies to all attack rolls. Combat maneuvers, rays, touch attacks, ranged touch attacks, splash weapons, etc.

But rays which qualify as a weapon, and weapon like spells also gain the bonus to damage, just not all ranged touch attacks because they're not officially classed as a weapon?

Sorry, I thought you were asking about the bonus to hit.

Yes, a ray is a weapon and will benefit from the bonus to weapon damage rolls, assuming it's dealing HP damage and not ability damage or whatever. (See FAQ for details)

Likewise, a ranged touch spell that isn't a weapon, such as Acid Splash, doesn't benefit from the bonus to weapon damage rolls. (It does benefit from the bonus to attack rolls, though)

Spell-like weapons such as acid splash should qualify though. If it can crit and cause damage is my rule of thumb.
