Small 2d6, Medium 3d6, Large 4d6, Huge 6d6, Gargantuan 8d6, Colossal 10d6
The real question is how large is an anchor (how the feather token variety)?
EDIT: I'd probably call it a large object for 4d6 damage, but the only source I could cite on that would be old Looney Toons from my youth. I live in Nebraska, so there aren't a lot of ship anchors in my area.

I would think Large would be appropriate. That's bigger than any standard PC and would be plenty to anchor a ship. Any bigger and the ship would have a hard time bearing the weight.
As for just tossing it at a ship, as per the description, the token isn't a "token" at all, but an actual feather. You can't "toss" a feather. You simply give the command word and the feather becomes an anchor. With that in mind, giving the command word when you're fifty feet in the air would bring about all sorts of looney toons shenanigans.

There isn't any damage because you don't can can't use the token that way. You simply toss it the token at a ship and it becomes an attached anchor. Otherwise you wouldn't be able to toss it at all.
Some PCs are strong enough to lift very heavy things.
Also, there is the possibility the boat is in the air.
