Yes, you can buy one in a certain PFS scenario for 3002 gp.
+3000 gp seems a bit much.
arrows are 60 gp, and in UE there is a wire saw of adamantine that is only 150 gp.
I would think a tool (which could be used as an improvised weapon) would be somewhere between the 150 gp and 3000 gp prices.
maybe 1500 ?
would actually like to see an official ruling on this (for pfs), because i'd like to get a traveler's any-tool made of adamantine but not if it's going to break my bank.

Could you enchant a crowbar like you would a weapon? (Assuming that the +1 or other magic enhacements would only apply in combat and not to prying things open)
RAW only deals with weapon and armor enchantments. However, the existence of useful non-combat Wondrous Items demonstrates that it is possible to create magical enhancements other than for weapons and armor, there's just no RAW mechanism for doing so.
In my campaigns if someone wanted to make a +2 adamantine crowbar, I'd totally allow it. I would also allow other enchantments like "silence" on a burglar's tools to provide a stealth bonus on break-in attempts.
