A little under half of them are retired, the next largest group are those who work but make less in a year than the people at Romney's speech paid for the meal and thus end up owing no INCOME tax (they still pay payroll taxes, which make up 40% of U.S. tax receipts... the same percentage as income tax) after applying normal deductions (primarily Reagan's earned income tax credit), the next largest group are the unemployed who are looking for work, and the remaining few percentage are scattered amongst the disabled who cannot work and wealthier people who manage to get their income tax down to zero through various methodologies (e.g. offshore tax shelters).

Basically, ~46% have little or no income, and the remaining ~1% are wealthy tax dodgers.

The 53% are essentially the 'upper lower class' through the 'lower upper class'... people who make enough that they need to pay income tax, but not so much that they can avoid paying income tax.


Students, who often work part time, but don't make a lot of money.

And my favorite group: Military personnel serving in combat zones. Those moochers don't have to pay income taxes! </snark>

People on Social Security, or disabled veterans don't pay taxes on the money they receive.

Go find the pay stub of someone working at McDonalds. You will see money withheld by the government on it.

The federal income tax withheld will be minimal if any, depending on deductions claimed on the withholding form. All or most of it will be refunded, especially if you have dependents and can claim EITC.

And I'm fine with that. Working at McDonalds sucks and the pay is lousy. I've got no problems with poor people paying no income taxes (Well, actually I do, but the solution is to pay them enough so they can afford the taxes, not to take more of the money they don't have.)

What is withheld on those pay stubs is SS & Medicare. And of course, they also pay sales taxes and (possibly indirectly) property taxes.


Im fairly sure that the 47% is, like so much else, nothing more than the product of Mitt Romney's fevered imagination.


No, the number's been floating around for awhile now as the rough percentage of people (loosely defined. I'm not sure if it's income tax filers or all Americans or what) who pay no net federal income taxes.

The idea that these are "lucky duckies" who are dependent on government and won't take personal responsibility is not new to Romney either. It's a standard Republican trope.

We just don't usually get to hear it so baldly from a major figure.

As for who they are: Another thing to remember is that it's not always the same 47%. In fact, most people fall into that category for part of their lives. I did when I was in college. And when I was out of work for more than a year. And I probably will be again when I retire. Most of my adult life though, I've paid income taxes.


As youve pointed out above, I dont think there is anyone who doesnt pay taxes. Let me amend my previous statement, It is a product of Mitt Romney's (and anyone else's to whom thinking is hard) fevered imagination. There will never be a time in your life that you wont pay taxes, thejeff. They might not always be direct, but you will pay them nontheless.


One thing to remember is that for many living under the poverty line, they are already paying a reasonable or even high percentage of their income in sales tax alone. If you are poor, you are probably spending the majority of your money, not investing it.

I agree with all of that.

What's wrong with Romney's off-the-record statement isn't so much the details of who pays (or doesn't pay) what taxes. He said income tax and 47%, so he's roughly correct there. It's the assumption that those who don't pay income tax are dependent upon government, believe that they are victims, and won't take personal responsibility and care for their lives.

That's the b&@~&$+~ part. Most of that 47% are, or have been, or will be, working class people who work harder than Romney has ever worked in his life. I've worked lousy minimum wage jobs and I've worked good tech jobs and I know I worked a lot harder and got treated a lot worse doing the crap jobs.

The sick thing is that Romney's 'point' was that these 'self appointed victims' / 'moochers' / 'leeches' / 'takers' / et cetera (as thejeff said, republicans/conservatives have been making nasty comments about this for years before Romney's tape came out) will ALL vote for Obama... when in fact, Romney will probably get more votes from them than Obama does.

The largest group in 'the 47%' are retired people... who are more likely to vote than citizens as a whole and who also have voted in higher percentages for Republicans than Democrats in every presidential election of the past 40 years or so. While the working poor DO tend to vote more for Democrats they are a smaller portion of the 47% AND generally LESS likely to vote than citizens as a whole.

In short, there are a lot of angry conservatives out there parroting Romney's talking points about these lazy 'entitled' people who are destroying our country... without realizing that he means them.
