About making new city-adventure scenarios

Hi there.
I'm Japanese pathfinder gamemaster starting almost 1 years ago.

As I was a novice, I used official scenarios or simple dungeon scenarios.

Yesterday, my players asked me to play city-adventure scenario in this game.

However, I could not find any official city-adventure scenario at all.
Furthermore, As you know, this game has some powerful spells (for example, detecting lies or knowing true things, etc). I think that it is very difficult for me to make these scenario as these spells easily can be used to complete scenarios.

Oh, My 4 players are, fighter, cleric, wizard and rogue (all 5 levels).

To make interesting city-adventures, what should I do?
And, what should I consider when making these type scenarios?

Check out the Council of Thieves adventure path. It is pretty much all set in a city


Plus, there are spells (which can be made into items) to counter all those powerfull detection-abilities you mentioned. If you really want an NPC to be immune to detect evil or sth like that, you can do so via magic.
Just be aware, that every item you give to an NPC can possibly end up in the hands of the PCs.
Once your PCs are a little hinger in level, check out the adventure "gallery of evil". It's a fun, citybased adventure for 8th level chars that can be tied into almost any city-storyline and gives you opportunities for multiple plot hooks.


The first 3 modules of Curse of the Crimson Throne are set in the city of Korvosa. Its in 3.5 rules so a minor conversion to Pathfinder would be needed. There should be some conversions on this forum if you look.


The 3.5 adventures in Ptolus are great, but you'll need to convert them into pathfinder.
There are adventures for different level characters.
