I noticed that since an alchemist can still get the brew potion feat even though he doesnt start with it, and the alchemist can make potions that have the same effects as his exctracts. so could he make a potion of alchemical allotment then use it with the enternal potion discovery so he gain the effect any potion without using it for as many times he wants?

No, the Alchemist can use the Craft(alchemy) skill to craft alchemical items, but does not get the Brew Potion feat, instead they get Extra Bombs
The following parts of the Advanced Player's Guide are NOT legal for play:

How can alchemists craft in Pathfinder Society Organized Play?
Alchemists can use the Craft (alchemy) skill to produce items with their Alchemy ability. Follow the Craft rules on pages 91–93 of the Pathfinder RPG Core Rulebook as well as in the alchemist’s Alchemy ability description. Any item created must be properly noted on that scenario’s Chronicle sheet. Under "Items Bought", note the amount of gold spent and the item created. Alchemists are assumed, for Pathfinder Society Organized Play, to carry the necessary items and tools with them to use available resources to create alchemical items. If they have a base of operations from which to do so, they may use an alchemy lab to gain the +2 bonus on their Craft (alchemy) check. Alchemists may never sell any of their created items nor may they trade them to another PC. However, they may allow other PCs to borrow or use items they’ve created (so long as the alchemist class ability being used allows them to do so).

Why in the world would you take a feat that you would never, ever be able to use?
Alchemists cannot use the Brew Potion feat, no matter when they take it.
But that's besides the point. None of the crafting feats are legal in PFS. Which means you cannot take them.

This is a rules question, and really has nothing to do with PFS specifically.
That being said...
Alchemical allocation is only on the Alchemist list, but I believe that they can be made into potions, so you could purchase potions of alchemical allocation the same as you would any other potion in PFS. You have to have at least 5 Fame and 400 gold to purchase the potion.
Or you could just take it as one of your known extracts in your formula book.
As for whether you could use alchemical allocation with Extend Potion and Eternal Potion... lets look at the sequence of events.
Round 1) Drink your potion/extract of alchemical allocation.
Round 2) Drink, for example, a potion of fly, which does not have a duration of instantaneous, and you have at least a 12 Intelligence so you double the duration of fly. If you are at least a 16th level Alchemist, you could use Eternal Potion to make flypermanent until you chose to use Eternal Potion again.
Keep in mind though, in PFS, permanent effects end at the end of a session, except for the 3 or 4 exceptions in the Guide 4.2.
You could technically drink a potion of alchemical allocation followed by a potion of alchemical allocation and make alchemical allocation permanent for one session (then you'd have to do it again for the next session).

I gues you would have to do it every sesion but if you think about it thats the ability to gain the effects of any potion for free as move action fore one 2nd level extract slot. I guese that would also include the elixer of life, now that I think about it would drinking the elixer of life multiple times give you more "lives"
