The following is stated under the Master Summoner entry for Eidolons:
Lesser Eidolon: A master summoner’s class level is halved (minimum 1) for the purposes of determining his eidolon’s abilities, Hit Dice, evolution pool, and so on. The eidolon otherwise functions as normal.
Now, I don't take that to mean that the master summoner's class level is halved for the purposes of determining when evolutions can be taken, i.e. the Fly evolution can still be taken at 5th level rather than 10th provided you have the evolution points for it.
Does that sound correct?

Yes.. rememmber though you ARE going to be working with a reduced evolution pool. as well as a vastly weaker eidolon. Those 2 or more points become much more pricey in that scenario.

A related question, insofar as it pertains to master summoners, I have a player in my RotR game who is a dhampir master summoner, and this situation came up, and another player (not the guy playing the master summoner) disagreed with my judgement call. Here's the situation in question: regarding the master summoner having his eidolon and summoned monsters out at the same time. As written it seems to state that a master summoner can have his eidolon and one summon monster spell active at the same time (the player has taken the superior summons feat, which allows an additional summoned creature) so for this character (now 4th lvl) that means he would have his eidolon and 4 eagles out at once. (Is this correct? I took it to mean the master summoner could have his eidolon + one additional summoned monster active at the same time - not multiple summons plus ediolon). The player (of the master summoner) was okay with my ruling, but the other guy that chimed in, berated my ruling (and I felt me to a lesser extent). I just want to insure I have the ruling correct. I don't want to "nerf" anyone's character or class abilities, but I'm just unsure of the intent here.

At 5th level, the Master Summoner can have active either:
1) His eidolon and one instance of Monster Summomning, whether he got a single level III monster from it, 2-4 level II monsters (assuming Superior Summoning is taken) or 3-6 level I monsters (again assuming SS).
or
2) No eidolon and as many instances of Summon Monster as he wishes to cast, within his established limits.
