Aasimars / Tieflings and Martial Weapon Proficiency

Since Aasimars and Tieflings are both Outsiders, are they proficient with all Simple and Martial Weapons?

Nah, that's just for outsiders defined by their HD. 0-HD races defined by their class levels don't automatically get the profeciencies.

The exact rules and pattern to that are probably put more clearly somewhere, but that's the basic gist of it.

No. RAW is that they get do not get any weapon proficiency.
