So I'm looking to create a spell (currently 4th-level) that would temporarily turn a non-ranged focused PC into a decent ranged combatant. I'm not interested in providing a weapon, but rather the feats/abilities that are necessary to not suck at ranged combat.
So far what I've got are:
Precise Shot
Rapid Shot
Shot on the Run
*ability to ignore cover/concealment less than 100%.
Is there anything else that I'm missing that you think a ranged combatant *must* have to be decent?

4th level spell, yes? 7th or 8th level for caster level.

What about just giving the seeking enhancement? That covers precise shot and that it also negates cover is often a +4. At least if you play cover strictly. If you're designing the spell you're probably the GM.
I think most non-PFS groups play cover loosely: more like the diamond line of sight algorithm than the square one RAW PF uses. The square LoS algorithm is easy to calculate rigorously, but maximizes diagonal bias and doing the LoS informally is even easier and produces better results. We know instinctively that partial cover doesn't really provide that much defense and can back it up mathematically. (A quantity of cover that obscures three fourths of the target should provide the same defense as a size change that reduces the target's cross sectional area by three fourths, which is decreasing the linear dimensions by half, which is one size category, which near PC sizes is a -1 penalty.)
If you are doing cover informally you may want to have an accuracy bonus as well, but otherwise just seeking is enough of a boost.

How does Seeking negate either cover or firing into melee? All it does is negate any miss chance, not actual penalties to hit or bonuses to AC.
