RAW, specific items are bought "as is." They are priced according to the "balance" of what the item does.
As for adding materials (as it comes up repeatedly on the forums if you do a search - Celestial Armor), it is the same as creating custom items. For example, "Celestial" isn't a property with a cost or enhancement bonus listed on the table, Some named items are even crafted of a particular material already. If you want to make a "named" armor/weapon out of a particular material... Ask your GM/DM, it is up to them if they want to allow/disallow/re-price the item accordingly.

As for society, it's iffy. Celestial Armor is an oddball one (there wasn't a gold material until ultimate combat, but Celestial Armor is in Core (I think it might be from 3.5 even.) Banded Mail of Luck sounds like a +3 banded mail could easily become it. Mithral Full Plate of Speed is similar.

I think crafting in PFS is banned anyway, so you can only buy it. And I figure you can only buy the book-version then, not custom orders.
But the use of special materials is allowed in PFS for non-named items. You can buy mithril armors, darkwood bows, etc.
Do you mean you can't buy special materials version of the Specific Magic Armors/Weapons only in PFS?

Thanks for the clarification.
So if I want to make a Celestial Armor in PFS, I can upgrade a chainmail till its a Chainmail +3. Then by playing the difference, upgrade it to a Celestial Armor.
But if I want to make a Mithral Full Plate of Speed, then I will need to get a Mithral Full plate, upgrade it to a Mithral Full plate +1, then pay the difference to make it a Mithral Full plate of Speed.
Am I right on the 2 examples above?

Yes and no.
The thing is, you cannot craft or purchase specific armors with special materials because that can adversely affect the price. (Personally, I would think that a Mithral Banded Mail with the other stuff would be 4,000 on top of its current price, but again, is something that is completely separate, and not RAW.)
Your examples aren't proper because you cannot make Celestial Armor out of a special material because it does not call for it.
The same is said for Mithral Full Plate of Speed +1; it's already a specific item, and calls for a special material all by itself.
Honestly? A Mithral Full Plate of Speed +1 is a really solid piece of equipment, and I would kill to have a piece like that except upgraded.

No, any item in the book that isn't "just" a flat out +#enhancement or listed 'armor special ability' (Glamered, Shadow, etc) with price listed, is 'off limits' as far as PFS crafting into/upgrade is concerned.
If it is a 'Specific Armor/Shield' (there is a list) you pretty much need to do it in "one shot." You cannot go +1 enhancement and then add the difference "of Speed" later on.
At best, you would have to craft mundane mithril full plate, and then you would enchant the "+1 ... of Speed."
At worst (most strict ruling), you would have to craft the Mithril Full Plate of Speed, all in one go.
