I have seen many people answer but is there a offical answer? Can a magus enchant a blade to a plus one and then have it become his black blade?

No matter how many times you post this the official answer for PFS is NO.

Having read the posts on this subject,I can understand marc9ling confusion. some people were saying they thought it was ok, others didn't think it was.

The easy all around answer is that if you have to build something as a custom item the answer is no, especially a magic item.. The black blade does not exist in the books as anything other than the archetype description.

There's generally no need to build the item with custom materials, given that as the blade evolves you get various ways of getting around DR, such as converting the blades damage type to elemental, charging it up as brilliant energy, etc. and of course the raw plus value.

Black blades cannot be enchanted and you have to decide to take the Bladebound archetype at level 1 because it affects your arcane pool from the get go.
