Hello all, I am thinking of taking the arcane bond (amulet in this case) and then later on enchanting it, however I have a few things that I'm fuzzy on and am looking for some help in clearing said fuzz up.
1) - I was thinking of adding Sustenance to the amulet. Is this possible? If so, since I'm crafting it, would I pay the 1,250gp due to it being crafted or the full price of 2,500?
2) - Because I will be attempting to play somewhat of a face role outside of battle I also plan on adding a +4 or +5 to Diplomacy on the amulet. Just to make sure I understand, if it were +4 the cost would be 1,600gp correct?
3) - And this is more just asking for opinions than clarification. I was reading about intelligent items and while they'd add fun aspects to role playing, at lower levels when money is scarce would an intelligent item that only has telepathy and say darkvision be of any actual use?

I don't know if it's possible for you to apply Ring powers to an Amulet. There is a Necklace that allows you to pretty much exchange a Necklace slot for a Ring slot, plus a couple extra neat features, but is obviously too expensive for you. If you do, though, the price listed for the Ring is cut in half, as the gold requirement is stated to be half the listing price, so yes, it would cost 1,250 gold, if it's possible.
I have no idea where you're finding the +4-5 to Diplomacy being 1,600, when I look at the Ioun Stone counterpart and notice half of its cost is 5,000.
And not really. It's a fun RP aspect and throws in an interesting element with just that stuff, but that's about it.

I'll have to ask my DM I guess where he stands on the ring to amulet thing I guess since I couldn't find anything about moving one enhancement / ability from a ring to an amulet.
I got the +4 Diplomacy idea from the magic item creation area. As skill bonus (competence) is bonus squared times 100gp. It shows the Cloak of Elvenkind as an example for +5 being 2,500gp.
As for the intelligent item, I'll just hold off on that then.
