+1 / 2 stuff, what does it mean?

Rules Questions

Might be a super dumb question but I'm new and have yet to play pathfinder. I was checking on Halfling stuff and on the Bard class bonuses for halfing in the advanced race book it says "Add +1/2 on bluff checks" What does the +1/2 mean exactly? Does it really mean like +.5 or is it something like 1 point per 2 levels?

Add half your level, rounded down.

It essentually means that it is too good for a 1:1, so every two points you put into it, grants you a +1 bonus.

As an example, there is a Favored class option for Clerics that gets you a +1/2 use to Domain Powers that are usable a # plue Wis Mod per day. So, every time you level up in Cleric, and get to alocate your Favred Class Bonus, you can put it into this. For every 2 times you do this, (usually every even level), you get an additinal use of your Domain power per day.

If you mean the entries under Favored Class Options on p. 63 in your example, then Beckett's answer applies. There are other types of bonuses that Umbral Reaver's answer would cover.
