Ultimate Combat added the entire Feat Tree for Net fighters (including Net Adept and so forth), with the first feat being "Exotic Weapon Proficiency (Net)".
However, there are some races that allow proficiency with a net as an alternate class feature, such as the Elf "Spirit of the Waters" trait and the Half-Orc "Beastmaster".
If you are proficient with a net because of either of these racial traits, do you still need to have "Exotic Weapon Proficiency (Net)" to take "Net Adept" or any such feats?

I was entering the info in Hero Lab, and it wouldn't let me legally take "Net Adept" because I did not have "Exotic Weapon Proficiency (Net)", even though the character in question was proficient with them because of a race feature, so I thought I would clarify.
That's what I was hoping, but is that how the rules read?

Yeah, Hero Lab has many little "bugs" like that, don't mind them too much.

The racial trait gives you the feat so your aware.
Ancestral Arms: Some half-elves receive training in an unusual weapon. Half-elves with this racial trait receive Exotic Weapon Proficiency or Martial Weapon Proficiency with one weapon as a bonus feat at 1st level. This racial trait replaces the adaptability racial trait.

The net feats work with Snag Nets too.
By the way, if you build a Net focused PC, can I see the build?
Well, the build I'm working on is a half-orc Summoner/Fighter, with an Eidolon who is more skill focused than combat oriented.
Half-Orc Lore Warden 4 / Summoner 8
STR 17 (+1 at level 4)
DEX 15 (+1 at level 8)
CON 12
INT 12
WIS 7 (+1 at level 12)
CHA 14
Traits
Indomitable Faith (+1 Will Saves)
Bad Reputation (+2 Intimidate)
Feats
1 Weapon Focus (Whip)
1 Dazzling Display (Whip) (Lore Warden)
3 Net Adept
3 Two-Weapon Fighting (Lore Warden)
3 Combat Expertise (Lore Warden)
5 Net Maneuvering
7 Net and Trident
9 Quickdraw
11 Improved Trip
12 Greater Trip (Lore Warden)
Spells known:
0 Detect Magic, Mending, Mage Hand, Message, Light, Read Magic
1 Grease, Enlarge Person, Magic Fang, Lesser Rejuvenate Eidolon, Reduce Person
2 Create Pit, Haste, Glitterdust, See Invisibility
3 Mad Monkeys, Dimension Door, Evolution Surge
My strategy would be to demoralize the battlefield, taking a round or two to net and trip the main opponents, and then trapping them in a pit, preferably with a monkey swarm at the bottom. Vs. flying creatures, I would have to rely on my eidolon and summoned creatures to make a dent, along with a little persistent glitterdust. Vs. huge or larger creatures, I would be a little less effective, but I would keep one large sized net in my Handy Haversack so I could help out somewhat. I would probably enlarge myself, pull out a greataxe and start attacking.

Grippli's are the ultimate net monkey (er...frogs) and you only take a -2 penatly using a Medium net.
So your 2 foot tall Small Grippli can thereby net a 12 foot tall Large giant. I love the total slap in the groin to the laws of physics.
Of course, if you are a sentient frog in a world of sorcerers, then physics are more of a suggestion than a law.
