When you reincarnate as a race other than human you no longer qualify as a human, so you lose access to feats you no longer qualify for until you qualify for them again.
Also, Racial Heritage states...
The blood of a non-human ancestor flows in your veins.
Prerequisite: Human.
Benefit: Choose another humanoid race. You count as both human and that race for any effects related to race. For example, if you choose dwarf, you are considered both a human and a dwarf for the purpose of taking traits, feats, how spells and magic items affect you, and so on.
The important thing to note is the line "Choose another humanoid race". That means that you cannot choose the prerequisite race (which would simply read "choose a humanoid race" instead).

I would say no, due to the second sentence: "You count as both human and that race for any effects related to race."
The "and the race"-part suggest that the choice must be something other than human.
Personally, I would avoid allowing it, to avoid calculation with reincarnation.
On the other hand, should it happen when I am the GM, I would be inclined to substitute racial feats that no longer can apply.
