Say I have 14 str, power attack and cleave. Reduced Person is cast on me, so I don't qualify for power attack anymore (13 str required, with Reduce Person I have 12). Would I still be able to use the cleave feat?

No. This would operate similar to a Fighter changing his Fighter Bonus feats.
If I took Power Attack as a Fighter Bonus Feat, and took Cleave for being Third level, and if I want to instead change the Power Attack feat into Combat Reflexes, I would then lose access to Cleave because I no longer meet the prerequisites for it.
You lose cleave until your strength is increased to the minimum. BTW this isnt even an issue of Power Attack loss. You lose Cleave in it's own right because Cleave has a Strength 13 prerequisite.

Ah, right, what if it was something like Crane style and dodge? If you lose access to dodge (via your dex going down) do you lose access to crane style as well? (It doesn't specifically have a dex 13 requirement)

Prototype: Yes, if you lose Dodge then you lose the feats that follow. Thus the following chain occurs: Lose your dex, lose dodge, lose crane style.
Note: If you got dodge as a bonus monk feat then no you do not lose dodge if your dex drops.

If you lose access to a feat then you also lose access to all feats that require the first one as prerequisite. Note however, that with the change the ability score bonuses/penalties work in PF ability damage and penalties do not cut off access to your feats:

That was a deliberate change from 3.5 which I personally appreciate as making things easier when it comes to ability damage.
Note that you can't retrain feats if they're being used as prerequisites for any other feats you've taken.
