The facts:
1) The Onyx Path is the new game company that will own or license most of White Wolf/CCP's RPGs. They will also make their own original games, and will not confine themselves to Storyteller/Storytelling.
2) The status of the Scarred Lands is "in negotiation", accordingly to the seminar.
My speculation:
My guess, is that the reason the Scarred Lands are in negotiation has to do with rights issues — Clark Peterson has copyright on the Creature Collection, and there was a 4th Edition license of the Creature Collection, either or both of which might complicate the matter.
The speculative possibility:
Scarred Lands updated and published for Pathfinder. Monsters, spells, magic items, ritual magic, the game world . . . hey, what would you most like to see published for Pathfinder?

I would love to see published material for Scarred Lands, it would be a great resource for those into the post-apocalyptic setting and with what little we have now it would be interesting. I would love to see them work with DSP for the few psionic goodies. I've seen conversion notes by others on the Piazza forum as well as here and I've even used Wilderness&Wasteland for the encounter chart for my Numeria and Blackmoor games, Scarred lands has enough blessed/mutated goodies to make a good pot to dip in.
Also because of the classes introduced in pathfinder(Alchemist, Summoner, Etc.) They'd have to maybe add a list of 'appropriate' classes like what classes fit here or there as well as races.

If Onyx Path does do something with it, I hope it's licensed, not sold to them outright.
And it'll need to stay D20 or migrate to Pathfinder. Using whatever systems Onyx Path expects to use for their other stuff? Ugh.

Scarred Lands actually coming back? Oh, my dear <deity>.
1. Don't rush stuff. No need to republish hundreds of monsters. Until later, that is.
2. We need adventure content. Badly. Most of the products already present are system-agnostic. To hook people again, an adventure path would do wonders.
3. Bring back some iconic NPCs.
Let me propose a few campaign ideas:
- Cordrada Corridor and prairies swept in Proud uprising
- fall of Durrover
- Hollowfaust - just about anything would do
- Blood Monsoon - blood spattered mithril vs evil coming out from the sea

Just touching on this. I don't think that we honestly have enough time to do it.
I would also love to see the team that worked on their class books do something for Pathfinder. I almost exclusively used those instead of the WotC-created books.

Remember that "The Scarred Lands" wasn't a product from Necromancer Games. I don't know the particulars about the monster books (Creature Collections 1, 2, and 3) or either of the Relics & Rituals material, but I do know that The Scarred Lands was wholly owned by Sword & Sorcery Studios, which was the D20 arm of White Wolf.

Also, if you go to theonyxpath.com and look under the "products" dropdown menu on the main page it lists quite a few of the old White Wolf properties, including NWoD, OWoD, Exalted among others.
Nothing listed for the D20 properties, though.

Scarred Lands you say...
Step one: rules devoid campaign setting book.
Step two: crunch-exclusive setting book explaining the role of every pc race and class and spells and item from the existing PF rules and any alternate rules unique to the world.
Step three and beyond: adventure/regional books that present an adventure in a given area in half the book and the other half setting detail.

I'm not sure I understand. From what was originally announced, I thought that Onyx Path was going to be the continuation of the Classic WoD, but on their website they are talking about Mummy. That leads me to the question, what exactly is White Wolf going to be doing from here on?
White Wolf's ability to publish books was largely gutted in the layoffs. It's going to remain a part of CCP and develop the WoD MMO, and it will hold approvals over licensed material Onyx Path publishes. White Wolf logos will appear on the licensed material.
Onyx Path is going to be a company (owned by Richard Thomas) that publishes roleplaying games, owning some former White Wolf IP outright (Scion, the Trinity universe), licensing some IP from White Wolf (World of Darkness, Exalted), and publishing other games (Cavaliers of Mars is the example that's been mentioned). Onyx Path logos will appear on everything they publish; alongside WW logos on the licensed stuff, alone on other stuff.
As a practical matter, apparently, all White Wolf releases in the last couple of months have in fact been done by Onyx Path through the same process that will be used going forward. Thus, for example, the Onyx Path Publishing logo on Shards of the Exalted Dream right next to the White Wolf Publishing logo.

Keeping my cheerleading pom-poms on standby for now.
For many reasons, I do not see Scarred Lands flying under Pathfinder banner (and system) right now, so I will remain cautiously optimistic (or even close to pessimistic right now).
IMHO, the best we can hope now for is for Onyx Path to lease Scarred Lands licenses to an established RPG company.

Being a former Vampire Dark Ages GM, I would say that they produce highly stylish WoD / Trinity stuff.

I used this setting as my default 3rd ed campaign for many many years, and my players still would like to return to it someday. Scarred Lands were all over the place in terms of rule design, however. Some material was pure rubbish (getting into a PrC after 3rd level, and essentially getting multiple quickened spells out of the deal), but some of it was prescient (sorcerer bloodlines actually conferring powers and abilities, anyone?).
I told my group about this announcement, and they were all cautiously optimistic, but 100% of that caution was contingent on the rules used. Pathfinder or bust essentially. They have no desire to learn a new system, especially to play in a campaign where they had previously understood the system. I might get some of the new books for reading material, but if I run it, it'll be for Pathfinder or not at all.

They might make their own system though.
There is a lot to convert. Literally years of work of fiendishly creative freelancers.
That's why I would prefer them to start with something smaller, not steeped in system-mastery like Pathfinder (13th Age's Archmage Engine is much more entry-friendly) and with a gripping story (like Enemy Within).Regards,
