I've looked and looked, and can't find any information to explain the quality text that follows a monsters Fly speed in the bestiary. (i.e. fly 50 ft. (clumsy).) What does that mean and where is the literature reference to that info?

CRB, Skill Descriptions, Fly: "Creatures with a fly speed treat the Fly skill as a class skill. A creature with a natural fly speed receives a bonus (or penalty) on Fly skill checks depending on its maneuverability: Clumsy –8, Poor –4, Average +0, Good +4, Perfect +8. Creatures without a listed maneuverability rating are assumed to have average maneuverability."


So is the number of the monster's fly skill (for example a 9) with a maneunerability of poor mean that the creature has a -4 to all fly skill checks or is that -4 already taken into effect with the number shown on it's flight skill? In this case a creature with fly 9 (poor) would only get a +5 to any fly check? Is that correct?


The modifier is already taken into account in the Fly skill shown. For example, that's why Manticore has a Fly skill of -3 despite a decent dexterity.
