just want to mention something else, can't find the rule but i think it's under equipping NPC's. Joana is correct but that is also for NPC's with level appropriate NPC gear. if the NPC has the equipment of a PC then his CR can be increased by 1, and if he has no or limited equipment than his CR would be -1 lower.

i normally change NPC CRs to "starting at CR 1/2, every NPC level increases the CR by half a step and every PC level by 1 step" mostly because i use a 20 point buy and at 9th level, a level 9 "NPC warrior" is NOT a CR 7, its more like a CR 5 if that.
so a level 10 NPC warrior would be a CR 5, and with NPC loot they are tanky but don't do all that much damage for a smart party that denies flanking.
