Is the alarm spell useless on the astral / etheral planes?

The alarm spell is not triggered by astral and etheral creatures. Not being triggered by creatures on the etheral plane while on the prime I can understand, such an interpretation stands up to reason however why then take up astral creatures? the astral plane is not coexsistent with the prime, so is the intent to just simply negate the use of the spell when traveling on theese planes?

I think it would be a GM call...I could see it argued either way. Personally I would rule it would only work on the etheral plane against non-etheral creatures...as the spell reads


Unless you're tracking or setting up defenses against a non-ethereal/astral creature on that plane.
