How much would it cost to create a Witching Gown (http://www.d20pfsrd.com/magic-items/wondrous-items/wondrous-items/r-z/witc hing-gown) without its spite effect? Would it still be a CL 7th?

it can make the cl go up and down as well as its price tag to create.

unless the spite effect was part of a spell required for something else with the gown, it would not be a cl 7 without the spite.

Thank you very much. I think spite is "on its own". There are also disguise self, charm person (for a +2 competence bonus on all Bluff, Diplomacy, and Intimidate skill checks), resistance (+2 resistance bonus on all saving throws). All are permanent and bonuses double for a witch. I tried to figure out the cost on the table but couldn't, since the original object should be more than 35,000 gp...

I am not a big believer in the personalized discounts. Because if you allow them, somehow every item is tailored made with only works for X and Y when the person you are making it for is X and Y.

I ran it through the item guidelines and the Gown without spite would have a price of 18,940 GP and a CL of either 6 or 12.
Edit: Maezer did the same, mine is just multiplies by .7 for class restriction, which can indeed get silly if allowed to run wild and free. Also I wouldn't give glamered an extra 1.5x because it's always an extra ability tacked onto another item.
Why would you want it without the Spite effect?
By the way, I am totally going to have my current witch character make one of these. This is the best witch item ever.
