I have a player running a sorcerer. I notice the class has a limited number of known spells, but can cast them several times a day. The core rule book states they learn a new spell every level and have bloodline spells in addition. Does this mean that they can not learn new spells from studying scrolls or spell books until they level? That's my take on it. My player seems to think he can learn new spells in this manor without leveling. Wouldn't this make them just like a wizard, with a large selection of known spells?

You are right, your player is wrong. Sorcerors gain only the spells they learn from levelling, they can't learn from scrolls or spellbooks. In exchange they get more spells/day and spontaneous casting.
If your player is playing human, he might want to use the human favored class bonus to pick up some extra spells. That's one of the few ways of increasing spells known as a sorceror.

If he's not human (or just wants more spells), there's also Expanded Arcana.

Remove the bolded part above and you are right. Sorcerers do not learn from scrolls or books at all. They just spontaneously discover new spells when they level. They get the new spells listed every level and that's it, unless they have some other feat, ability, trait or whatever that says otherwise. Sorcerers are extremely limited on the spells they can know.
I would say that if this makes the player really unhappy he should be allowed to switch to a wizard, since that seems to be what he was expecting.
