So, the group I GM for generally hates the Sorcerer. I have a new player who has shown an interest in playing one, though, and it's brought up some questions. First and foremost, why is the Sorc's spell progression still stunted? Is it just because it wasn't changed, or is there a build reason behind it?
Second, and much less relevantly, has anyone found the bloodline claws at all useful? It just seems like a class with 1/2 bab can't really make very good use of a melee ability like this.

I can't answer the first part, other than it seems to have been carried over from D&D.
The answer to the second question, I have personal experience for an answer. No. They are not useful at all. In earlier levels, I only used them when I had no weapon and I wanted to provide a flanking bonus for my party's rogue. Now, though, I have taken levels of Dragon Disciple and I get a free bite attack at the end of all of my arcane vicious power attacking great sword hits. The bonus to hit is so small that I barely pull it off, but when I do, enemies usually go down if my sword hasn't done the job by then. It's a great visual. Hack, slash, bite.

The answer to your first question has been debated here before. PF wizards are casting almost as many spells per day as a sorcerer and get them quicker. I know some people on the boards have house-ruled sorcerers to wizard spell advancement.
The bloodline claws are good for dragon disciples or with sneak attack, so the typical sorcerer won't get much use from them.
