For the record here is the official text for the feat:
Arcane Strike:
As a swift action, you can imbue your weapons with a fraction of your power. For 1 round, your weapons deal +1 damage and are treated as magic for the purpose of overcoming damage reduction. For every five caster levels you possess, this bonus increases by +1, to a maximum of +5 at 20th level.
I always read it as being at +2, but the discussion has come up in our group so I thought I would see what the community thinks. The Mystic Theurge angle is an interesting one.

I think the bolded bit is all that needs to be said.

By that logic, wouldn't a mystic theurge end up with a ridiculous Arcane Strike? After all, a Wiz3/Clr3/MT10 has 26 caster levels...
Actually, because of this part of the description:
You draw upon your arcane power to enhance your weapons with magical energy.
Prerequisite: Ability to cast arcane spells.
I would only count the Arcane caster levels. But it's true that the meat of the rules don't seem to exclude divine casting levels.
