it is:
Close Range (Ex): The magus can deliver ray spells that feature a ranged touch attack as melee touch spells. He can use a ranged touch attack spell that targets more than one creature (such as scorching ray), but he makes only one melee touch attack to deliver one of these ranged touch effects; additional ranged touch attacks from that spell are wasted and have no effect. These spells can be used with the spellstrike class feature.
Link, it's about halfway down the page under the arcana section.

Is there a similar ability to do the inverse; convert the melee touch attack to a ranged touch attack?
Reach Spell (Metamagic)
Your spells go farther than normal.Benefit: You can alter a spell with a range of touch, close, or medium to increase its range to a higher range category, using the following order: touch, close, medium, and long.
Level Increase: Special. A reach spell uses up a spell slot one level higher than the spell’s actual level for each increase in range category. For example, a spell with a range of touch increased to long range uses up a spell slot three levels higher.
Spells modified by this feat that require melee touch attacks instead require ranged touch attacks.
Spells that do not have a range of touch, close, or medium do not benefit from this feat.

Now imagine the fun of a Ray of Enfeeblement delivered as part of a Spellstrike... that crits....
Critted weapon damage + [2d6 (+2 per 2 caster levels) Strength damage].
Most melee opponents will be rendered useless after that...
No love.
Ray of Enfeeblement is a STR penalty not damage, so it wouldn't double.
