From the Bestiary, page 271:
Vampire Spawn
A vampire can elect to create a vampire spawn instead of a full-fledged vampire when she uses her create spawn ability on a humanoid creature only. This decision must be made as a free action whenever a vampire slays an appropriate creature by using blood drain or energy drain. A vampire spawn’s statistics are identical to those of a wight, save for the following changes.
• It gains the blood drain and dominate vampire special attacks.
• It gains channel resistance +2, DR 5/silver, resist cold and electricity 10, fast healing 2, and the vampire qualities listed above (gaseous form, shadowless, and spider climb).
• It does not gain the Create Spawn ability.
• A vampire spawn gains all of the standard vampire weaknesses.
• A vampire spawn is CR 4.

So no stat adjustment?
That a spawn is just a undead with fangs, some immunities and some movement options with no improvement to stats at all just doesn't feel intuitive. I think I may go for a half improvement...
Ability Scores: Str +6, Dex +4, Int +2, Wis +2, Cha +4.
So for a spawn...
Ability Scores: Str +3, Dex +2, Int +1, Wis +1, Cha +2.
Vamps are 'meant to be' strong as a strong man or stronger.
A level 1 commoner vamp with 11 str would be quite strong comparatively.

Let's have a look at the wight (as ' A vampire spawn’s statistics are identical to those of a wight'), according to the source ericthecleric quoted...
Defense: AC 15, touch 11, flat-footed 14 (+1 Dex, +4 natural)
Statistics: Str 12, Dex 12, Con —, Int 11, Wis 13, Cha 15
Now, if my memory serves me right, the baseline monster stats were assumed to be 11 11 11 10 10 10, plus racial modifiers (with modifiers all being even numbers, so any odd stat must be an 11 + modifier, whereas the even stat values are 10 + modifier).
This would net you an array of
Str +2, Dex +2, Con NIL, Int +0, Wis +2, Cha +4
along with a +4 natural armor.
