I haven't been able to delve deeply into the race builder yet, but I may be playing a game soon where I would want to be an Avarael (winged elf). Essentially the ARG says that elves take on the traits of their surroundings over generations. I'd like to create a sub-set of elves who have spent generations on high mountain tops making common use of giant eagles, etc. An entire new race would be fine, but I think simply creating a few elven edits would be most effective.
Effectively i want to be able to take traits/feats/etc similar to the Kobold, sylph, and some of the other races to get a 1st level non-magic glide-like power that can be later improved with feats etc. It'll be easiest to use the Kobolds as an example.
I was hoping the community can help me phrase and quantify these ideas into something cohesive to present to a DM.
Effectively I know what I want, but I need advice on what's a fair trade.
I want the mechanical and flavor of Gliding wings.

a very slow and safe pace. A kobold with wings can use
them to glide. It can make a DC 15 Fly check to fall safely
from any height without taking falling damage, as if using
feather fall. When falling safely, it may make an additional
DC 15 Fly check to glide, moving 5 feet laterally for every 20
feet it falls. This racial trait replaces crafty.
Need a good elven trait to replace instead of crafty.
(trapmaking), Perception, and Profession
(miner) checks. Craft (traps) and Stealth are
always class skills for a kobold.
I also need to re-flavor these feats to be more Avarel like.
The bonues to sleep and paralysis aren't in the right flavor, so they can be tossed out entirely. The bolded parts of these feats are all I really need.
Draconic Glide
You possess draconic defenses and wings that allow
you to glide.
Prerequisites: Draconic Aspect, kobold.
Benefit: You gain a +2 bonus against sleep and
paralysis effects. You grow a pair of wings that you can
use to fall and glide at a safe pace. You can make
a DC 15 Fly check to fall safely from any
height without taking falling damage, as
if using feather fall. When falling safely,
you may make an additional DC 15 Fly check
to glide, moving 5 feet laterally for every 20
feet you fall.
Special: If you have the gliding wings
racial trait, instead of the above abilities,
your base speed increases to 30 feet.
The bolded part of this one is really all I need, but I'd like to increase the fly speed because of the size of the avarel. Perhaps instead of 20' it could simply be "fly speed equal to your base speed."
Draconic Paragon
You can shrug off sleep and paralysis effects as well as any
dragon, and your draconic aspects improve.
Prerequisites: Draconic Aspect, either Draconic Breath
or Draconic Glide, character level 10th, kobold.
Benefit: You gain an additional +2 bonus against sleep
and paralysis effects. You can use your breath weapon twice
per day and your breath weapon damage increases to 4d6
points of energy damage. Your wings from the Draconic
Glide feat grow stronger, granting you a f ly speed of 20 feet
(average maneuverability).

Seems to me Elven Magic might be the best trait to switch out for Gliding Wings. That or Weapon Familiarity, considering there aren't any exotic ranged weapons that are significantly better than a Longbow & I don't see Avareal Archers not being a class that has Martial Weapon proficiency.
